Unaccompanied Minors

Applicants under 18 who arrive in Ireland without a parent or guardian will receive additional support, representation, and legal assistance throughout the international protection process.

Overview

Support and representation for unaccompanied minors

In accordance with the International Protection Act 2026, an unaccompanied minor means:

  • (a) a minor who arrives in the State unaccompanied by an adult responsible for him or her and for as long as that minor is not effectively taken into the care of such an adult, or
  • (b) a minor who arrives in the State and, after such arrival, is left unaccompanied by an adult responsible for him or her, and for as long as that minor is not effectively taken into the care of such an adult.

When an unaccompanied minor makes an application for international protection, they will be assigned a provisional representative for the initial stages and then appointed a representative as early as possible. This representative will inform and explain to the unaccompanied minor their rights and responsibilities as an applicant.

Legal Support

Legal counselling and application support

The Legal Aid Board will provide legal counselling to ensure that the minor understands the legal aspects of the application process.

The IPO has specially trained caseworkers to process applications from unaccompanied minors.

Specific arrangements will be made by the IPO in conjunction with the representative for the processing of such an application and the representative will support the minor throughout the process, including attending at their interview.

Age Assessment

Requesting a review of an age assessment

If there are doubts as to whether or not a person claiming to be a minor is under 18 years of age, an age assessment may be carried out by the IPO.

Following a determination that the applicant is not a minor for the purposes of the 2026 Act, the applicant may request a further age assessment. The determination made after the further age assessment shall be final.

To request a further age assessment, email [email protected] stating you would like to seek a review of your age.

Please provide the following details:

  • Full Name
  • Person ID (This is contained on your Registration Certificate and International Protection Applicant Card)
  • Your claimed Date of Birth/Age
  • Contact details – Phone, Address and Email Address
  • Scans of any original identity documentation that support your claimed Date of Birth/Age
  • Any further information/documentation, which in your opinion supports your claim of being a minor

Following receipt of the above, the IPO will contact you to arrange for a review of your age assessment.
