
Support and representation for unaccompanied minors
In accordance with the International Protection Act 2026, an unaccompanied minor means:
- (a) a minor who arrives in the State unaccompanied by an adult responsible for him or her and for as long as that minor is not effectively taken into the care of such an adult, or
- (b) a minor who arrives in the State and, after such arrival, is left unaccompanied by an adult responsible for him or her, and for as long as that minor is not effectively taken into the care of such an adult.
When an unaccompanied minor makes an application for international protection, they will be assigned a provisional representative for the initial stages and then appointed a representative as early as possible. This representative will inform and explain to the unaccompanied minor their rights and responsibilities as an applicant.
Legal counselling and application support
The Legal Aid Board will provide legal counselling to ensure that the minor understands the legal aspects of the application process.
The IPO has specially trained caseworkers to process applications from unaccompanied minors.
Specific arrangements will be made by the IPO in conjunction with the representative for the processing of such an application and the representative will support the minor throughout the process, including attending at their interview.
